X claimed it uncovered 200 "suspicious" Chinese bot accounts posting content opposed to data center development in the United States, but a researcher at Clemson University found the campaign had little to no real-world impact, per Business Insider.

At least 59 of the accounts flagged by X had no followers or engagement and posted only a handful of times before they were suspended, according to the Clemson researcher cited by Business Insider. The accounts were identified by X as part of a coordinated effort to influence public discourse around data center siting and expansion in the US.

The Clemson researcher's analysis suggests the bot network was largely inert — accounts that existed on the platform but failed to gain any traction with real users. With no followers and minimal posting activity, the accounts would have had no organic reach, making their practical influence on the data center debate negligible, per Business Insider.

The findings complicate X's framing of the disclosure as evidence of a meaningful foreign influence operation. While coordinated inauthentic behavior — even at low scale — is tracked by platform trust-and-safety teams, the effectiveness of such campaigns depends heavily on whether the accounts can reach and move real audiences. In this case, the data indicates they could not, according to the Clemson researcher's work as reported by Business Insider.

The data center debate in the US has grown contentious in recent years, with communities, utilities, and local governments weighing in on the land use, water consumption, and energy demands that large-scale computing facilities bring. That the topic has attracted foreign bot activity — however ineffective — points to its increasing salience as a policy issue. The Clemson researcher's work underscores the importance of scrutinizing not just whether foreign accounts exist, but whether they are actually shaping public opinion.
